As long as the one with the Series X (Not S) hosts the game, the other players (Whether Xbox One, One s, One X, and Series S) will have freedom to roam the entire map without tethering to the host. Speaking from a PC standpoint when you make the server you can increase the tether (on the server creation menu) to whatever your computer can handle. I would assume there is a similar feature for Xbox unless it literally can't handle more than the default. Its called Host boundary. Even if you set the tether distance to 1000+ ect, in the original Ark at least, non dedicated is still somewhat impossible if you want to do any caves as it breaks the tether no matter the distance.
