The real reason is that it's a lot easier to get large amounts of damage than it is multishot, or crit damage. The downside is meaningless for the burston incarnon, since incarnon forms don't get affected by ammo stats. Combined with multishot, which is superior in every way to flat damage, it's an amazing roll.
