I just completed the the skooma quest and I have also helped at least 5 different people of the rift. I am able to become thane of every other city but riften. This is the second time this happened to me and i really want to fix this so I can buy Honeyside.There is a glitch with one of the cities. Basically, you have to buy the house then immediately talk to the jarl without leaving the building otherwise you will lose the option to become thane.
