Oct 25, 2014 · The frequency you hear a signal on is always the frequency the signal is being transmitted on. If you hear a repeater at 146.84 then it is transmitting on 146.84. A repeater will generally be listening on another frequency so if you want to talk to it your transmitter should transmit on the frequency the repeater is listening to.
