Played probably 15 or so raids in a row with a friend where we would wipe the lobby in 5 mins and look everywhere for him and I couldn't find him at all. Probably took around 25 raids before I saw him.Both in Shturmans backpack. Both of them by my 11th kill. I can't speak for spawn rate but i'd recommend hunting him for a few days!
