Without crossbow expert, you can indeed dual wield hand crossbow but because of that ammunition property, you wont be able to get more then 1 attack off before having to sheath/drop one crossbow to reload. You can't one hand crossbows period - they are two handed weapons. You can one hand hand crossbows which are different than light/heavy crossbows. Loading and ammo tags don't do anything in bg3. There is one handed HAND crossbow and two-handed LIGHT crossbow. You can dualwield first one, not the latter.
