I ended up at the Toyota dwaler and they found an issue with somthing to do with exhaust pumps and ended up putting me in a rental and fixing it under a recall. Stop completely, press the clutch all the way down, and switch to 4Hi. May have to go forward or back a bit to get 4Lo to disengage. Once it switches back to 4Hi, then switch to 2Hi.
