Technically you can make a DEX-based melee ranger but one of the strengths of ranger combat-style feats is they ignore the usual DEX pre-reqs for the TWF chain. In terms of classes which take advantage of dwarf CON/WIS bonuses, I think the best options are druid (DotTW), Kineticist, and monk (Sensei).
