Cows for example are immensely strong and a human on horse is no match. However tying off to the saddle horns means now the horse is pulling the cow. In Red Dead the saddle horns serve no purpose though. Well that sucks. I still find that removing/dropping the saddle in camp puts the saddle next to my wagon in a very awkward location. I haven’t had any issues being able to retrieve it lately. Looks like stables are the fix for now. Wish my technique would’ve proven more fruitful. Don't quote me on this because I have't verified it (don't want to buy another stall for $150 bucks right now,) but I think you have to buy an open stall, buy the horse, then you might be able to swap saddles to the new horse.
