Small note, but while ck2 required the kingdom to be fully controlled (all counties in your realm) ck3 is more lenient, you just need to have the kingdom title, when you create your custom empire all your current kingdoms' de jure territory becomes de jure of the new empire, even counties currently outside your realm.
