Its a stock speedometer. Most likely the cable has lost lubrication and is spinning dry. Unclip the cable from your speedo head and disconnect the fitting at the tranny. The inner drive cable can be pulled from the speedo end of the outer cable. I've used lithium grease to lubricate the cable with good results.
