Have a 20 hp Kohler v twin that is surging bad. Smoothes out with choke pulled 1/4 way out. Brand new carb, checked both coils with testers and there both good. All gaskets are brand new. Not sure what to do. The 1st place to look would be debris in the "idle circuit", in the carb.
