The earliest way to get and level Ninjutsu early on in Nioh 2 is to head to a shrine to offer up unused gear to get Divine Rice, use Divine Rice to purchase a few Ninjutsu items from the Kodama Bazaar at the Shrine, and once you get your first skill point you buy Bombs as your first Ninjutsu and go from there.
