Different targeting models. Fire Blast radiates out from your position and therefore doesn't hit without some kind of line of sight, where as Fire Blast selects every enemy in range and drops a meteor on their head. The individual blast effects from the meteors probably have a similar limitation on not hitting through walls or around obstacles.
